As of December 31st, 2011 everyone who works on roads traveled by the public (including private property) MUST wear Class 2 or Class 3 ANSI/ISEA 107-2010 safety apparel. This regulation was enacted to respond to the increase in injuries and fatalities caused by motor vehicles and construction equipment while working within the right of way of roadways open to public travel. The regulation affects towing and recovery, highway construction and maintenance, law enforcement, emergency responders, utility, traffic management professionals and anyone working within the right of way of any roadway open to public travel, including private property. In order to be in compliance with this new regulation, you must wear Class 2 or Class 3 ANSI/ISEA 107-2004 safety apparel whenever working on any roadway open to public travel, including private property. The safety apparel could be a vest, short or long sleeve T-shirt, sweatshirt or jacket.
ANSI Class 2 garments are normally specified when work takes place in or near moving traffic or in inclement weather, and the worker's tasks occasionally divert his attention from traffic. Torso garments are typically sleeveless vests.
ANSI Class 3 garments offer the greatest conspicuity and are specified for work taking place in or near high speed traffic. Torso garments are sleeved. The worker must be conspicuous through a full range of motion and must focus all attention on work, not traffic.
ANSI Class E garments use fluorescent fabric and some retro-reflective material, but do not meet any of the ANSI class requirements when worn alone. However, when worn with a vest, jacket or other Class 2 compliant garment, the entire outfit can then be classified as a Class 3 ensemble.
